Control center UPN GNSS

GENERAL INFORMATION

The Control Center of the Ukrainian permanent network of GNSS (CC UPN GNSS) is a structural research and production unit of the State Enterprise "Research Institute of Geodesy and Cartography", which operates under the conditions of economic calculation and is guided in its activities by the orders and orders of the State Enterprise "Research Institute of Geodesy and Cartography", normative acts operating in the field of topographical, geodetic and cartographic activity and legislation of Ukraine.

Main tasks of CC UPN GNSS

The main task of the GNSS UPN Center is to develop and ensure the functioning of the Ukrainian permanent GNSS network with the aim of:

ensuring the connection of the UCS-2000 State Geodetic Reference Coordinate System with international coordinate systems;

performance of research works on the study of geodynamic movements of the earth's crust;

providing users with GNSS geodetic information when carrying out topographic and other types of surveys, land management works.

Main functions of CC UPN GNSS

Implementation of research and production works on the development of the UPN GNSS infrastructure, including methodical, software, informational, technical and organizational support:

development of methods and technologies for the operation of the GNSS UPN: network stations, server and software, means of archiving and visualization of observation results and publication by means of the Web;

development of methods and technologies for mathematical processing of geodetic observations, their automation;

regulatory support for the functioning of the UPN GNSS;

development of methods and technologies, practical implementation of means of monitoring the quality and integrity of the network and the quality of service provision.

Development and ensuring the functioning of the UPN GNSS:

organization of network stations, server support, geoportals;

implementation of mathematical processing of GNSS observations, their automation, formation of final results, their archiving, analysis, visualization and publication by means of the Web;

ensuring permanent communication of the UCS-2000 State Geodetic Reference Coordinate System with international global coordinate systems;

conducting scientific, applied and technological studies of the application of GNSS technologies in topographic and geodetic production.

Provision of geodetic services to users:

provision of subjects of topographic, geodetic and cartographic activity with complete and up-to-date data in the UPN part of the GNSS;

provision of other active GNSS networks, combination of observation results, implementation and monitoring of the UCS-2000 state geodetic reference coordinate system provided by these networks;

designing, developing and ensuring the operation of active GNSS networks: organization of network stations, server support, geoportals;

designing, creating, developing and ensuring the functioning of deformation monitoring networks of critical infrastructure objects.

GAMIT/GLOBK software packages, developed by the Massachusetts Institute of Technology (USA), obtained under the rights of free use for scientific non-commercial purposes, and Bernese v.5.4 developed by the Astronomical University of Bern (Switzerland) and purchased in 2021 as part of budget financing. With the help of the mentioned complexes, an automated system of daily determination of the coordinates of GNSS stations of observations of both UPN GNSS and other GNSS networks operating on the territory of Ukraine, in total about 400 stations, was deployed.

The developed system of automated processing of GNSS observations makes it possible to organize the daily determination of the coordinates of stations with the highest accuracy, the generation of weekly and other duration solutions for the coordinate support of GNSS networks, monitoring the stability of the position of observation stations and monitoring the connection of the State Geodetic Reference System of Ukraine UCS-2000 with international reference systems, providing operators of other geodetic GNSS networks with homogeneous sets of station coordinates in common coordinate systems for a single epoch.
